Unincorporated County Island

unincorporated county island An unincorporated area of the county that is surrounded by a city is referred to as a county island. The greater Phoenix area has several county islands, including Sun City and Sun City West, plus large parts of Peoria.

Residents of a county island are legally able to operate a business from their home, typically without any special permission. This is perhaps the single biggest advantage to properties located in an unincorporated area of the county.

Why would a county island want to annex with a neighboring city, such as Peoria? There are many benefits for residents of the unincorporated area being proposed for annexation:

1. Fire Protection and Paramedics

The City of Peoria Fire Department will supply fire protection for your home and/or business. The Peoria Fire Department has a rating of 3 (1 is the highest, 10 is the lowest) which may reduce homeowners fire insurance premium. The services of the City of Peoria Fire Department Paramedics will assist with any medical emergencies and the average response time is 4 minutes 37 seconds.

2. Police Protection

The City of Peoria consistently has one of the lowest crime rates in the metropolitan Phoenix area. Regular patrol of residential and commercial areas by a trained and well equipped police force is provided with an average response time for police officers to priority calls under 6 minutes.

3. Water and Wastewater Services

The City of Peoria has been designated by the Arizona Department of Water Resources as having an Assured Water Supply, which indicates that Peoria has adequate water resources to serve its customers in the future. Water lines and fire hydrants are installed at the expense of the properties served but operated and maintained by the City of Peoria.

Some areas of Peoria are served by private water companies which are regulated by the Arizona Corporation Commission.

The City of Peoria operates public wastewater (sewer) collection and treatment systems. Individual sewage disposal systems (septic system) require periodic maintenance by property owner and will eventually need to be replaced. Public collection systems eliminate the need for individual septic systems. Wastewater lines are installed at the expense of the properties served but operated and maintained by the City of Peoria.

4. Sanitation Service

Regular scheduled pick-up services for garbage and recycling are provided weekly for a low cost. In addition, scheduled bulk trash pick-up is collected twice a year without any extra cost.

5. Zoning and Building Protection

The City of Peoria provides protection of the environment, life style, home and property values, through planning, zoning and building ordinances.

6. Street Maintenance

All public streets within city limits are maintained and cleaned by the City of Peoria regularly.

Deer Valley Unified School District is an award-winning and excelling school district and was named an Advanced Placement Achievement district (1 of only 4 in AZ). Barry Goldwater High School and Desert Winds Elementary were identified as 2 of 25 Arizona schools to be named A+ Schools.

Many of DVUSD schools engage students in selected areas of interest. Some of these focus schools include an Academy of Arts, Aerospace Academy, STEM (Science, Technology, Engineering and Math) Academy, Mandarin Chinese and Confucius Classroom Schools, Sonoran Desert Studies Academy, International Baccalaureate for middle grades and high school and online classes.

Peoria is currently the 4th largest city in the state of Arizona in terms of land area and the 9th largest city in the state in terms of population. The city was named after Peoria, Illinois. It is the Major League Baseball spring training home of the San Diego Padres and Seattle Mariners, who share the Peoria Sports Complex.

Peoria, AZ continues to grow successfully. In 1999 most of the land around Lake Pleasant Regional Park was annexed into the city. Peoria has gained a world-class educational and cultural destination: the Challenger Space Center of Arizona. In 2007, the city completed the Peoria Center for the Performing Arts. Today, most of the city’s growth is taking place in North Peoria but the city is also moving forward with some detailed plans to help revitalize the city’s historic center.

In 2003, the city created a Drought Contingency Plan and the Arizona Department of Water Resources (ADWR) awarded Peoria as having a 100-year Assured Water Supply. Additionally, Peoria became the first city in Arizona to use water availability rather than land mass for growth projections. Through separate development agreements, the city has managed to designate over 4,000 acres of mountain preserves and open space to be enjoyed by all of Peoria.

Between 1990 and 2000, Peoria was the 5th fastest growing city in the United States, with a population of over 100,000 – increasing in population by 114%. In 2004, Peoria was home to over 130,000 residents spread out over 170 square miles.

Peoria’s identity is more related to resort and leisure living, as that lifestyle migrates from the Northeast Valley to Peoria. Peoria’s economic plan focuses on establishing the new Loop 303 freeway corridor as an industrial, commercial, mixed development use, and less on traditional residential development. In July 2008, Money Magazine listed Peoria AZ in the Top 100 Places to Live.

Peoria city limits lie mainly in the Peoria Unified School District, however some portions of the northern end of the city lie within the Deer Valley Unified School District. Peoria has 4 high schools within the city limits, including:

  • Centennial High School
  • Sunrise Mountain High School
  • Liberty High School
